Role purpose:

The Proximity Manager assists the Operations Manager in the day-to-day management, customer interface, safety and security, maintenance, scheduling, required reporting and compliance, as well as the administrative management functions of the project. The Proximity Manager is also responsible to assist in the supervision of the Operations Department and general staff duties. Will be responsible for reviewing, processing and identifying all payroll control, operating procedures and performance management indexes. The position is responsible for facilitating and recommending solutions to problems relating to late processing of payroll resulting in incorrect payment of wages. The position has the responsibility and authority to review prospective employee data, analyze and evaluate employee pay records within the personnel/payroll systems. To ensure compliance with policies and procedures. This position also serves as the primary point of contacts with employees raising issues relating to pay discrepancies. This position requires professional, technical, administrative, analytical and confidential work of a complex nature.

  • Data input of biweekly pay information into computer systems on a daily basis in an accurate, efficient and timely manner
  • Verify timekeeping records and consult employees about any discrepancies
  • Poll electronic time clocks (DCS time software) and review the downloaded information for completeness and accuracy.
  • Create ADP reports and calculate differential pay
  • Responsible for creating reports and enter accurate Holiday pay
  • Prepares special reports for management
  • Maintains payroll and related records recording the accumulation and use of vacations, PTO, sick days, and miscellaneous leaves of absence.
  • Contact various department supervisors for any missed times.
  • Resolves payroll discrepancies by collecting and analyzing information.
  • Provides payroll information by answering questions and requests.
  • Maintains payroll operations by following policies and procedures; reporting needed changes.
  • Maintains employee confidence and protects payroll operations by keeping information confidential.

  • Bachelor's Degree or any combination of education and experience
  • Minimum four years of operations experience in public transportation environment
  • Experience in fixed and paratransit operations
  • Comprehensive knowledge of public management and organization theories, principles, practices and techniques. Understanding of Sound Fiscal Financial Principles
  • Thorough knowledge of ADA, DMV & DOT requirements and other basic laws, ordinances and regulations underlying the transit operation.
  • Cost control and financial/budget experience
  • Experience with fixed route and paratransit scheduling software, run-cutting, and maintenance software desirable.
  • KPI Experience/ P&L Experience
  • Four (4) years of progressively responsible experience in payroll administration, project management, data analysis using manual and automated financial systems and quality assurance controls.
  • Must have intermediate proficiency in Microsoft Office Suite, with a high-level proficiency in Excel
  • ADP, UltiPro and DCS experience preferred
  • Basic math knowledge is a must
  • Must have high level of attention to details
  • Must have the ability to download and analyze various payroll reports
  • Must have effective communication skills, both written and oral
  • Experience with clearly presenting findings and recommendations to employees and management as required
  • Excellent time management skills with ability to prioritize in a fast-paced environment to meet payroll deadlines
  • Able to work flexible hours to meet the needs of the business
  • Must maintain confidentiality and safeguarding of sensitive material
  • Delivery of excellent customer service to fellow employees that have payroll questions and concerns

Key Accountabilities

Strategy & Governance


  • Comprehensive knowledge of public management and organization theories, principles, practices and techniques.
  • Interacts with the union representing the employees with the goal of positive interaction. Assist in monitoring operations and coordinates the delivery of service with the Operations Manager.
  • Exercise judgment and creativity in making decisions.
  • Analyzes situations, identifies problems, implements solutions, and evaluates outcomes.
  • Ensures positive employee / labor relations, fosters employee engagement / recognition, administers department discipline, and resolves employee grievances.
  • Assists in Supervising day-to-day operations and administrative activities; providing liaison between client and company and facilitates problem solving between departments.   Assist to ensure safety practices and applicable regulations are obeyed by all employees.


Business Processes

  • Expert in the operating contract, collective bargaining agreement, and P&L. Intimate understanding of how operational ratios/performance indicators translate into safety excellence, financial performance, contract compliance, and customer satisfaction
  • Assisting in setting accurate schedules for routes.
  • Focuses intently on operational KPls in order to manage service quality, operational expenses and explain budget variances.
  • Has shared responsibility for scheduling, dispatching, employee performance evaluation, run cutting, rostering, the driver bidding process and staffing responsibilities for the staff of the facility.
  • Understands, interprets, and applies related laws, rules, regulations, policies, procedures, budgets, and labor/management agreements.
  • Assisting in coordinating the scheduling for both operators and supervisors in the operations department.
  • Ensures positive employee / labor relations, fosters employee engagement / recognition, administers department discipline, and resolves employee grievances.



  • Prepares reports and correspondence as requested.

Drug and alcohol screening: Employment contingent upon passing pre-employment drug and alcohol screen. Also, contingent upon receiving a favorable background check. Must pass a physical examination.
