Role Purpose

Lead, manage and coordinate performance for training to enable a safe, customer focused highly capable workforce.

 

Skills

 

  • Strong written and oral communication skills.
  • Excellent management and leadership skills with trainers, managers and labor crafts.
  • Ability to plan and organize work effectively and timely with strong attention to details.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and other Microsoft Programs, training and teaching programs classes and software. 
  • Railroad subject matter expert in Railroad training programs and classes, Railroad safety,
  • Ability and prior proven skills in developing
  • and establishing programs, practices, standards and procedures for passenger safety, rule adherence, operating schedules and training
  • Must have valid California Driver’s License with good driving record of no more than 2‐points and no DUI’s within the last 3‐years.  Pass e‐rail safe background check. 
  • Must be able to pass a pre‐employment physical examination including a drug test
  • Must be able to work outdoors in all weather conditions and lift objects weighting 50lbs

 

Knowledge and Experience

 

  • 15 years of broad and deep, progressively responsible experience covering most facets of railroad operations, maintenance, engineering, contract and project management, material with the last five years for a FRA Regulated, Class 1 or Commuter Railroad
  • Bachelor’s Degree in Engineering, Construction Management, Transportation, or related field or equivalent experience.
  • Master’s degree desirable.
  • Prior experience that demonstrates accomplishments that enhanced efficiency, accuracy, reliability, timeliness and regarded among peers as a Railroad infrastructure maintenance subject matter expert.
  • Knowledge of FRA, FTA, OSHA and other State and local regulations and practices related to the contracted operations, maintenance and capital work.
  • Knowledgeable with application of new technology to improve training, efficiency, safety,
  • reduce costs.  
  • Good understanding of 49 CFR 200 – 299. on start Date

 

Key Accountabilities

Operational Training

 

  • Develop and implement a comprehensive training, testing, qualification, certification, and
  • monitoring programs that comply with the requirements of 49 CFR 200-299, particularly 49 CFR Part 243, industry best practices and any other training requirements approved by the Authority
  • Ensure that staff is adequately trained and understands and executes on safety and security standards
  • Develop the annual training scope, schedules, and budget
  • Implement and oversee all safety related training programs while keeping required compliance and standards as required by FRA, DOT and OSHA.
  • Provide various reports and analyzes, including safety trends.
  • Estimated total number of employees requiring continuous training – 450 craft, 75 management/exempt. Other non‐ contactor, member agency, consultant invitees to be trained at the Authority’s request – 500 per year

 

Compliance

 

  • Ensure compliance with obligations outlined in the Operating Agreement, with all Federal regulations (FRA, OSHA, etc.) and Keolis policies and procedures.
  • Identify and coordinate effective corrective actions for conditions and practices hazardous to life and property
  • Monitor content of classroom training to ensure compliance
  • Perform road checks of driver performance

 

Improvements

 

  • Lead studies to monitor/analyze issues and emerging trends that impact employee safety and workplace accidents across all company operations and then ensures effective solutions are developed and incorporated into policies and training programs.
  • Lead cross organizational projects and multi-discipline, project teams
  • Develop cost saving recommendations

 

Additional Statements

Drug and alcohol screening: Employment contingent upon passing pre-employment drug and alcohol screen. Also, contingent upon receiving a favorable background check. If applying for a safety sensitive position, it may require a physical examination.
