Role Purpose

Assure, and support the management of rules compliance and safety, ensuring that safety is the number one priority for all employees and contractors.

 

Skills

 

  • Strong written and oral communication skills. Ability to make presentations to Senior Leadership, Governing Boards and public stakeholder groups 
  • Excellent management and leadership skills with managers and labor crafts.
  • Ability to plan and organize work effectively and timely with strong attention to details.
  • Proficiency with Microsoft Word, Excel, PowerPoint
  • Ability and prior proven skills in developing
  • and establishing programs, practices, standards and procedures for passenger safety, rule adherence, operating schedules
  • Must have valid California Driver’s License with good driving record of no more than 2‐points and no DUI’s within the last 3‐years.  Pass e‐rail safe background check. 
  • Must be able to pass a pre‐employment physical examination including a drug test
  • Must be able to work outdoors in all weather conditions and lift objects weighting 50lbs

 

Knowledge and Experience

 

  • 15 years of broad and deep, progressively responsible experience covering most facets of railroad operations, maintenance, engineering, contract and project management, material and subcontract services procurement with the last five years in a Senior Management/Leadership capacity for a FRA Regulated, Class 1 or Commuter Railroad
  • Bachelor’s Degree in Engineering, Construction Management, Transportation, or related field or equivalent experience.
  • Master’s degree desirable.
  • Prior experience that demonstrates accomplishments that enhanced efficiency, accuracy, reliability, timeliness and regarded among peers as a Railroad infrastructure maintenance subject matter expert.
  • Knowledge of FRA, FTA, OSHA and other State and local regulations and practices related to the contracted operations, maintenance and capital work.
  • Good understanding of 49 CFR 200 – 299. on start Date

 

Key Accountabilities

Rail and Workplace Safety Management

 

  • Develop and deliver a Safety Management Plan compliant with the Authority’s System Safety Plan and FRA Part 270 and all other FRA, CPUC safety related regulations
  • Ensure robust policies, procedures and processes are in place and fully implemented to establish a culture where all employees have safety as a front of mind consideration.
  • Ensure appropriate data collection and analysis is in place in order to enable identification and prioritization of business initiatives to improve SSE performance
  • Collect data and report on unsafe/hazardous conditions, regulatory reporting and accident and incident reporting
  • Follow up on corrective actions for safety audits
  • Estimated total number of employees requiring continuous training – 450 craft, 75 management/exempt. Other non‐ contactor, member agency, consultant invitees to be trained at the Authority’s request – 500 per year

 

Compliance and Audits

 

  • Ensure compliance with obligations outlined in the Operating Agreement, with all Federal regulations (FRA, OSHA, etc.) and Keolis policies and procedures.
  • Identify and coordinate effective corrective actions for conditions and practices hazardous to life and property.
  • Ensure the maintenance and improvement to the “Haz Com” program and related documentation.
  • Ensure the delivery of internal audits and coordinate audits performed by external agencies.
  • Ensure the adherence to the Drug & Alcohol testing regime for the organization. 
  • Monitor the completion of internal audits and inspections and track closure of identified corrective actions.
  • Oversees coordination of audits completed by external agencies.

 

Improvements

 

  • Provide strategic and tactical direction to the business on safety, security and environmental matters.
  • Foster and enhance a zero-harm culture, resulting in safety performance and risk management protocols that are recognized as leading the industry standard.
  • Lead studies to monitor/analyze issues and emerging trends that impact employee safety and workplace accidents across all company operations and then ensures effective solutions are developed and incorporated into policies and training programs.
  • Lead research activities to ensure that the company benefits from relevant advancements in the marketplace surrounding safety initiatives that would be pertinent to all the company's operations
  • Lead cross organizational projects and multi-discipline, project teams
  • Represent the company and serve as liaison to such agencies as the FRA, OSHA and Department of Labor.

 

Additional Statements

Drug and alcohol screening: Employment contingent upon passing pre-employment drug and alcohol screen. Also, contingent upon receiving a favorable background check. If applying for a safety sensitive position, it may require a physical examination.
